In general, if you have a US driver’s license you likely won’t be asked for your IDP if you rent a car in Canada, in Europe or other English-speaking countries. Whether or not you need to have an International Driving Permit depends on the car rental company. Notably, China does not recognize the IDP and you need a Chinese driver’s license to drive there. You will most definitely need one if you plan to drive in a country that uses a non-Roman alphabet, like Russia, or Thailand. Whether you need to use it or not depends on where you are going and what situations you find yourself in. That means that if you want to get behind the wheel in another country, you should probably have an IDP. Most countries in the world you might want to drive in recognize the IDP in addition to your valid driver’s license.

If you live in another country, you will need to look online to find out where to get an IDP and what you will need to get one.
